Jay'Vi I think he means.

I find that government is the main flaw with the system. If you pass a law to whom does it apply?

Spoiler:

I've already thought of that. The solution is an identity scroll (or something like that), which contains information such as your full name, close family, date of birth, profession, blah, blah, blah and, of course, your nation.

This system is mainly used by the Aari'vi, Jay'vi, Valiero'vi and Iga'vi.

Who makes the scrolls?

You can't expect commoners to be able to write.

No one said they would be writing it... Just that there might be Identity scrolls. Probably the government does it kind of like a birth certificate.

Who pays for it? Where do you keep the scrolls? What happens if they get destroyed? How do you know who's born and who's died? Why should your neighbor say be able to execute his slave while you can't? (Just as an example)

I am guessing that stuff should be added to a constitution. That is why laws are created.

Egs. in the order you asked.
The government pays for it through taxes.
An archive or bureau of residents.
You are screwed...
Same way they do on Earth. They find your body and they do that ritual.
That is called property.

Probably something like that. You register to get an identity scroll, which makes you a citizen of the nation, allowing you to vote, trade legally, etc., but also puts you under the nation's laws.

How do you register? I meant kill your own slave, not the neighbor's. What if you live in some outpost a couple score of miles from the closest major population center, how do they know you died? You're talking about thousands to millions of people. Who pays taxes? An answer that you're screwed shows a major flaw in the system. Which nations are republics? Who enforces trade laws? What counts as trading that falls under the law?(If a peasant gives another peasant a rock for a stick, are they going to jail?)

Ok... A few too many questions so I lost interest...

Think about what happens when you lose your Social Security card, you buy a new one right? The Government loses the papers saying you exist, to the government you don't exist. Scenario: A terrorist EMPs the Capitol then a small meteor comes and destroys the archive system. Meanwhile Some hacker destroys all files relating to your existence. You now do no exist. What do you do? You must re register. But because you have no birth certificate you must also apply for citizenship. Probably going to take at least seven years to become a citizen in the country of your birth.

First law of systems. No system is perfect, because it was made by imperfect humans.

Sorry. How does a peace keeper figure out whether to bludgeon a murderer to death or just fine him? Should the charged have to wait months to years before the authorities know what to do?

Then it's a sucky system. Though that is arguable for almost any sentient system ever devised.

But still, it seems a bit complicated for countries to have to implement, and why would they all use the same system? Some may like that taxing anyone in the borders of their country as a simpler means.

Does anyone have any better ideas?

In any case, this was to solve the problem of knowing who is a citezen of which nation. How about they have tatoos or something on their forheads showing the symbol of their nation?

Also, scrolls basically allow you to do things that you narmally won't be allowed to do (eg. buy property (that does not include food, clothes, etc.), take part in the economy, vote, etc.). Not having one does not mean you don't exist.

To register for an indentity scroll, you need to be able to supply proof of an income, mainly. One of the key features of a scroll (we should probably use something other than a scroll) is a coppy of the individual's crest pattern, which is like a finger print.

But if you can't but property(land... or otherwise) And you can't get married, Vote, etc, you might as well not exist, everyone would soon forget you anyways. (unless you refused to be ignored)

Tatoos are too permanent. unless they are more or less paint.

How about Scrolls and a single symbol of their nation. Like a seal or crest insignia hanging from either a necklace or wristband. The wristband would be like a vague scroll. With name, age, gender, where they live, who they are married to, and other identifying information.

Paint markings on the face. Sort of what you think of as a stereotypical Native American or other Tribal People's paint. Simple. Doesn't require hard to produce or hard to learn materials and tasks.

Could we say taxes and other things like laws are relatively close for both nationalities in areas of intermingling? So Citizen A has to pay the same taxes as Citizen B, even though they have different nationalities.

Battle of Nalim

Belligerents:

-------------------

Aari'Vi Military Navy

Mercenary Corsairs

Aari'Vi Castle and Port Garrison/Militia

-------------------------------------

Iga'Vi Imperial Northern Navy

Iga'Vi Imperial Northern Army

-----------------------------------------

Location:

Nalim Bay, Akavir Sea

Forces:

Aari'Vi Military Navy - 230 Galleys, 45 Gallaeases, 60 Fireships, 7500 Marines

Corsair Mercenaries - 40 Galleys, 500 Corsairs

Aari'Vi Colony Militias - 4000 Militia Infantry
(Most on ships)

Iga'Vi Imperial Northern Navy - 330 Galleys, 3 Gallaeases, 30 Various Drafted Ships/Boats, 9000 Marines

Iga'Vi Imperial Northern Army - 700 Crack Shock Troops (Arquebusiers/Infantry)
-

Battle:

In
the lately contested waters of the Akavir sea the Iga'Vi Imperial
Northern Navy entered Nalim bay with the intent of engaging and
destroying the Aari'Vi navy in the early morning. It went against every
rule of sea warfare but so far was working. Having avoided attention 50
Galleys were already getting into positions in the middle of the bay
till a soldier accidentally fired his musket. In moments alarms were
ringing and Aari'Vi marines were storming onto decks to the sound of
galley drums sounding the row beat. The Disorganized Aari'Vi force was
met with a prepared, if equally disorganized, Iga'Vi navy of a much
larger size. The frontal cannons upon their bow castles fired again and
again as neither side wanted to initiate close combat. Suddenly the
corsair light galleys slipped down the center of the Iga'Vi force and
began to blast the Iga'Vi galleys with swivel guns. They then moved
outside of the bay where they attacked the cargo barges.

Meanwhile
the Iga'Vi galleys, unwilling to divert themselves from the battle plan
ignored them. The Aari'Vi then pushed forward and engaged the Iga'Vi
ships. While seemingly foolish the Aari'Vi had plans to beat their much
larger foe. First their Gallaeases ripped through the bogged down
Iga'Vi. Then the Aari'Vi fire ships crawled along the outskirts of the
stalled Iga'Vi ship column. At the funnel neck of the bay opening the
marines broke the jars holding the powders that would cause massive
combustion within the explosive filled hulls. Then they lowered the
side boats and rowed for their lives. With in a minute the fire
explosions flew shattered fishingboats everywhere spreading a glaring
blue fire onto the Iga'Vi ships. These ships quickly dissolved into
panic as flames engulfed the dry ships. Chained rowers had little
chances. With half the Iga'Vi ships cut off inside the bay by a plug of
burning ships the remaining fireships turned towards the beleaguered
Iga'Vi galleys. They exploded their cargoes again and again spraying
blue fire over the Iga'Vi ships as the now greatly outnumbered Iga'Vi
were completely surrounded by Aari'Vi mariens and cut down often to the
last Xen'Vi. What remained were taken as galley slaves.

But all
the while 700 Iga'Vi crack troops were moving down the beaches towards
the Aari'Vi castle Nairhab which was defended only by 200 Militia and
staff. Climbing the cliff overlooking the bay they managed to approach
unseen till the final rush for the gates, which they found bolted.
Bringing up several ladders they began to scale the walls as the few
defenders panicked. Then fate cursed them, for 40 Iga'Vi marines were
fleeing their sinking ships and moving towards the hills. Not aware of
the situation they believed the castle lights to be just a small
village. Expecting a grab and dash raid they instead found a castle
under siege. Their captain, having survived the sinking, realized the
situation and decided he'd earn glory by sending his marines to help out
the attack, assuming correctly that the attackers were Iga'Vi fighting
Aari'Vi.

While seemingly smart, if selfish, move the charging
Marines were mistaken as a larger force of Aari'Vi reinforcements by the
Iga'Vi troops. Even for crack troops the thought of getting hit in the
rear, trapped against a wall, was too much and most of the Iga'Vi fled.
Confused, the marines also fled. The Aari'Vi defenders were left to
ponder the sudden rout.

The remaining Iga'Vi fleet fled the bay
with half their numbers and the loss of their crack soldiers. The
Aari'Vi lost few ships and men in comparison and were successful in
keeping control of the surrounding waters. Unfortunately for them they
would in fact lose nearly 80 ships when they were caught in a great
storm in pursuit of the Iga'Vi fleet.

Nothing special, just add the epicness with your imagination. The ship to ship melee would be pitiless, bloodthirsty massacre. Ship to ship fighting in that situation usually ends with the massacre of the entire crew. The casualties for the losers were normally horrendous.
